NAB accords high priority to training of its Investigation Officers: Qamar Zaman Ch.

Islamabad: Mr. Qamar Zaman Chaudhry, Chairman NAB chaired a meeting to review training needs and capacity building of NAB Investigation Officers and Prosecutors for the year 2016, says in press release.

In his address, Chairman NAB welcomed participants of Training of Trainers (TOT) Course for one week duration at NAB HQ. He said that as an apex anti corruption organization of the country is responsible for gigantic task for eradication of corruption from the country. He said that this requires an extremely dedicated and highly trained manpower to undertake this responsibility.

He said that NAB attaches great importance to its Human Resource Development. Accordingly, a comprehensive yearly Training Plan for 2016 has been devised to ensure continued professional development of its officers.

He said Training Cells created at all Regional levels are primarily responsible to liaise and carry out the planned activities in their respective Regional Bureaus. Therefore, the Training of Trainers (ToT) programme at NAB Headquarters is being organized by the T&R Division NAB in collaboration with UNODC. He said that T&R Division has prepared the Training Programme for 2016 based on regional feedback and input of experts from other law enforcing agencies.

The plan prepared by T&R Division was then discussed and refined at the highest level in NAB. He said that Course Contents have been revised / improved and Investigation Officers Refresher Courses have planned for 2 weeks on part time basis, instead of 1 x week on full time basis to ensure 100% participation and to minimize disturbance in routine activities of Investigation Officers. He said that this year as compared to 2 such courses held last year, NAB has planned 6 x Capacity Building Courses, 06 x Staff Development Courses for officials and IT training and understanding of Monitoring and Evaluation System (MES) has added this year.

He said our effort is to apprise you not only the importance of training. Also it is important that operational methodology is conveyed in uniform pattern which is prepared after due deliberation / consultation of all stakeholders. He said NAB gives maximum attention / emphasis to training of its Investigation officers/ Prosecutors. We have decided that those courses like MCMC, SMC and MNC should be made mandatory for promotion in NAB. We have conditionalised the promotion of officers with above said training mandatory courses. This all will add up in the overall performance of NAB. Training plan 2016 is there, which will be implemented in letter and spirit. Mr. Qamar Zaman Chaudhry, Chairman NAB said that training is a continuous process which is an important and serious aspect in the capacity building of NAB Investigation Officers/Officials and Prosecutors and the cutting edge of effective job performance.

He said that training is an instrument through which human capabilities are developed for enhancing practical and productive efforts. Chairman NAB said that NAB is committed to eradicate corruption and corrupt practices from the country and bring the guilty to book according to the law. An effective execution of this mandate necessities professional competence of NAB’s human resource continuously.

The Chairman NAB said that NAB recognizes the centrality of training as a tool of improvement and maintaining the quality of its manpower. He said that a standardized syllabus for all investigation officers, refresher and capacity building courses on Accounts matters, General Financial Rules, FR, SR, Digital Forensic Question Documents and Finger Print Analysis has been formulated by NAB to ensure quality and uniformity.

He said that 110 incoming Investigation Officers are being trained at Police Training College Sihala. The course contents have been designed on modern lines and a standardized syllabus for all investigation officers for their capacity building courses has been formulated to ensure quality and uniformity which will help NAB in achieving standard application of SOPs/Laws.

The Chairman NAB said that NAB plans to have its own Training Academy which will be established at NAB Headquarters in order to meet the training requirements of all ranks of NAB officers/officials on modern lines with state of the art techniques and technology. A Digital Forensic Science LAB has been established in NAB Rawalpindi.

The Forensic Science LAB has the capacity to have Digital Forensics, Question Documents; Finger prints analysis so that Investigation Officers/Officials and Prosecutors may utilize Forensic LAB facilities in order to investigate cases within stipulated time period as per SOPs/laws.
