Chairman PEMRA in hot waters for stepping on many toes

Islamabad: Chairman PEMRA Ch. Rasheed seems to have gotten on the wrong foot of some senior people by took cognizance of some irregular appointments in the authority. According to documents made available to reporter, the Chairman Ch. Rasheed took cognizance of some irregular appointments in PEMRA as FIA started inquiry pending since last one year.

The documents provided to FIA revealed some facts about key opponents of the Chairman in the body POWA (Pemra Officers Welfare Association), which are given below.

According to the documents ASHFAK JUMANI is performing as Director General (Policy). He had drawn his first gross pay at the minimum of BS-19 i.e. Rs.20,000/- and now, he is drawing gross pay @ Rs.256,444/- per month.

His Bachelor degree is also fake and has been challenged in the Islamabad High Court, Islamabad

Another opponent of the chairman is Sardar Arfan Ashraf Khan who joined PEMRA on 30-09-2002. He was also promoted as Director General on 08-08-2008. Presently, he is performing as Director General (Licensing). He had drawn his first gross pay at minimum of BS-19 i.e. Rs.26,044/- and now, he is drawing gross pay @ Rs.253,160/- per month.

According to the documents Dr. Mukhtar Ahmad GM (OPERATIONS) joined PEMRA on 04-11-2002 after fixation of lump sum salary package equal to maximum of BS-19 i.e. Rs.59,198/- per month and posted as Regional Head / General Manager, Council of Complaints. Presently, he is performing duty as General Manager (Operations). He had drawn his first gross / lump sum salary package @ Rs.59,198/- and now, he is drawing gross pay @ Rs.348,168/- per month

Out of ten-year service in PEMRA he remained outside Pakistan for almost five years, according to the documents.

Javed Iqbal GM (UNDER SUSPENSION) has refused to carry out monitoring of excessive foreign contents. A Show Cause Notice was served to him with the direction to explain his position as to why he was reluctant to carry out the assigned duty and comply with the directions of his superiors to monitor excessive foreign contents and advertisement and a report thereof be sent to Chairman PEMRA on daily basis by the end of working hours. No reply has so far been received.

It may also be mentioned that an in-house inquiry is also under process regarding employment of Javed Iqbal in PEMRA as he was appointed in relaxation of basic qualification advertised in the press.

Presently on deputation as Deputy Secretary in the Ministry. Since the AGPR did not approve this deputation he could not get salary from the Ministry but during 15-day leave of the Chairman. He was paid Rs. Five lac by the Executive Member illegally as salary.

Amjad Ali Afridi DGM, KPK was transferred from PEMRA Regional Office KPK to Regional Office, Lahore due to his incompetence, persistent absence and misbehaviour. But, he failed to join Regional Office, Lahore till date. His pay was stopped due to non joining of place of duty.

Another opponent Muhammad Farooq, he was granted promotion to the post of DGM despite not having enough experience by the then outgoing Chairman on his last working day and without holding the meeting of Departmental Promotion Committee. Astonishingly, the promotion was notified on June 20, 2005 after lapsing a period over one year.

Nasir Ayyaz ,GM (LITIGATION) was performing duty as General Manager at Regional Office, Lahore but the Executive Member transferred him to Islamabad though he was not competent to do so..

Nasir Ayaz is facing disciplinary action on account of being under age at the time of applying for job in PEMRA as per advertisement. He was not holding Ist class degree of LLB as required in the advertisement. He did not possess two-year certificate of experience of practice at the High Court as advertised in the press for this job. He was number three in the merit list of selected candidates but the first two were ignored and he was appointed.
