Islamabad: Minister for planning Ahsan Iqbal has said the present government structure has failed remarking either more 15 provinces be created in the country or 160 effective district government be set up.

He said this while addressing consultative session with media representatives with reference to governance reforms .

He warned the present 2-tier structure has become ineffective to improve social indicators. Therefore, either 15 new provinces will have to be created or 160 effective district governments will have to be brought.

He held democracy in Pakistan has become monopolistic because only 1170 government offices are here to meet the requirement of 260 million population.

The problems facing the people will not be resolved unless 150000 to 200000 new offices are set up.

He cautioned if politicians do nothing the situation will spiral out of control automatically.

He reminded that federal government had transferred 17 departments to provinces in 2010 but provinces have not handed over a single department to local governments.

Article A-140 talks of third tier of local government. But this article is vague and it needs further explanation that how the administrative , financial and political powers be transferred.

He cited that there are 28 provinces in India and 34 provinces in Afghanistan. But we are not ready to create new provinces. Then no other option is left than establishing 160 district governments.

Talking with reference to Islamabad he said the administrative structure of Islamabad is based on a presidential order where 26 lac citizens have no role to play in the matters of federal capital.
