Karachi: Opposition Leader in the City Council Saifuddin Advocate on Sunday criticised the judicial commission's inquiry report into the Gul Plaza tragedy, saying that it had exposed widespread institutional and governance failures within the Sindh government and the Karachi Metropolitan Corporation (KMC).He said the report indicated a lack of effective governance and accountability in the province, which, he said, had contributed to the deterioration of public institutions.He said that corruption, appointments based on favouritism and political influence, and the absence of accountability were among the main reasons for institutional failure.Saifuddin Advocate said the commission had failed to clearly identify the individuals and institutions responsible for administrative failures and highlighted negligence despite the deaths of 72 people in the tragedy.He criticised the report for failing to fix responsibility on those responsible and questioned why a report submitted to the Sindh government in Ap ril was made public five months later.He said his party was conducting a detailed review of the report and would consider approaching the superior judiciary after obtaining legal advice.The opposition leader further said that Karachi Mayor Murtaza Wahab, despite heading key municipal institutions, including the fire brigade and other civic services, reached Gul Plaza 23 hours after the incident.He said the fire continued for around 36 hours and said that the administration remained a silent spectator. He maintained that the inquiry report should have clearly determined the responsibility, if any, of the Karachi mayor and the Karachi commissioner.Saifuddin Advocate said such reports had weakened public confidence in judicial commissions, saying that commissions were often formed merely to buy time and calm public anger following major tragedies.He said the findings of the Gul Plaza inquiry would be examined in detail before a final decision was taken on pursuing legal proceedings.
