Islamabad: Islamabad High Court (IHC) while declaring unsatisfactory report of registrar Missing Persons Commission (MPC) regarding disappearance of 3 students has directed federal cabinet to evolve mechanism for recovery of missing persons.A 3-member larger bench of IHC presided over by Justice Mohsin Akhtar Kayani took up for hearing petition seeking recovery of missing persons from KP.Justice Mohsin Akhtar Kayani remarked on one side there is state and on the other side there are rights of citizens. We have to see the situation in country too. Policy of state changes along with time. At some time those who were standing that side are now standing this side. Reports of all agencies except one are available.Emman Mazari advocate said list of 179 people have come to us from Baloch Yakjehti committee. 8 persons have gone missing after Gawadar protest.Additional Attorney General (AAG) said this list is from Balochistan. It will be better if information is obtained from there.The court remarke d this court has constituted committee. Then Balochistan High Court will give no decision. Earlier this list pertained to disappearance of 67 persons and now it has reached 179. It is your responsibility not to let increase the list.AAG said what list has been filed we don't know it has come from where.Justice Mohsin Akhtar Kayani remarked that person has not met you as yet who was profiling the students. What a big achievement was made by the state if 65 children returned to homes after two years. Question is raised on jurisdiction powers of court. There is no jurisdiction powers for kidnappers. Policy be evolved how the problem of enforced disappearance can be resolved. Mechanism be formed and be placed before federal cabinet. I think defence ministry can work out mechanism to address this issue. Defence ministry and intelligence agencies should evolve policy and give it to federal government. This court cannot propose more details just now. We have not heard committee till now. May be we i nclude more things in the order after hearing them. We are not passing any order now.
