New york: Deputy Prime Minister/Foreign Minister Senator Mohammad Ishaq Dar participated in and delivered Pakistan's statement at the United Nations Security Council Briefing on 'Artificial Intelligence and International Security', convened by France, in its capacity as President of the UN Security Council for September.
The meeting was chaired by the Foreign Minister of France and featured high-level participation from Council Members, including the Foreign Ministers of Denmark and the Democratic Republic of the Congo; the UK Secretary of State for Foreign, Commonwealth and Development Affairs; and the Assistant to the President and Director of the White House Office of Science and Technology Policy of the United States. Senior representatives from Panama, Greece, Somalia, Bahrain, Latvia, Colombia, China, the Russian Federation and Liberia also participated.
The Council was briefed by Professor Yoshua Bengio, Co-Chair of the UN International Independent Panel on AI; Sam Altman, Chief Executive Officer of OpenAI; Dario Amodei, Chief Executive Officer of Anthropic; and Cl©ment Delangue, Chief Executive Officer of Hugging Face.
Ishaq Dar underscored the importance of retaining human judgment and control at all stages of AI design, development and integration. He stressed the need to prevent AI from becoming another facet of the arms race and called for restraint and confidence-building measures to address the risks of miscalculation and compressed decision-making in the military domain.
Ishaq Dar cautioned that efforts to pace the AI frontier must not become a new form of gatekeeping, and that measures pursued in the name of safety must not become instruments of technology denial. He called for AI governance to be taken up in representative and inclusive forums with universal participation under UN auspices.
He welcomed the first UN Global Dialogue on AI Governance in Geneva and highlighted Pakistan's founding membership of the World Artificial Intelligence Cooperation Organization (WAICO), describing it as a concrete step towards promoting the development of AI for good and for all.
Ishaq Dar reaffirmed Pakistan's commitment to advancing international cooperation on AI, bridging the global AI divide, and promoting equitable access to AI for peace and development for all.
