Islamabad: The Standing Committee on Rules of Procedure and Privileges approved the amendments moved by Ms. Aliya Kamran, MNA in rule 208 of sub rule 2 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.
The 8th meeting of the Standing Committee on Rules of Procedure and Privileges was convened today at the Parliament House, Islamabad, under the Chairmanship of Mr. Muhammad Afzal, MNA.
The Committee considered the amendments moved by Ms. Aliya Kamran, MNA in Rule 208 of sub rule (2) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. After deliberations, the Committee approved the proposed amendments.
The Committee also considered the amendments moved by Syed Rafiullah, MNA in Rule 2, 247 and insertion of new rule 39B of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Secretary, Ministry of Parliamentary Affairs has requested the Committee to give more time for deliberation / working on the proposed amendments. Resultantly, the Committee accepted the request with the recommendation to give briefing on the said agenda in the next meeting.
Regarding Privilege Motion moved by Mr. Abdul Qadir Patel, MNA, against the officials of PIA, the Committee deferred the agenda due to absence of Chief Executive Officer, Pakistan International Airline (PIA) with the direction to ensure attendance of CEO in next meeting.
Regarding Privilege Motion moved by Mr. Fateh Ullah Khan, MNA against the official of Punjab Police, the Committee after deliberations recommended for provision of audio recording of the phone call in which the incident of misbehavior occurred and simultaneously initiation of internal inquiry to probe the matter.
The Honourable Member of the Committee apprised that the Sub-Committee constituted earlier has considered the amendments referred to it but could not finalized the recommendations, therefore, requested to reconstitute the said Sub-Committee for accomplishment of the remaining task. Honoring the proposal, the Committee reconstituted the Sub-Committee under the convenership of Rana Muhammad Qasim Noon, MNA. The Sub-Committee will examine the amendments moved by Dr. Nafisa Shah, MNA regarding insertion of new Rule 295, 296 and amendments in rule 30, 31 and 205 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007. The Sub-Committee comprises of Mir Ghulam Ali Talpur, Mr. Ramesh Lal, Malik Muhammad Aamir Dogar, MNAs. The Committee will submit its report within thirty days to the Standing Committee for its final consideration.
The Committee decided to invite Member (Engineering), Director General (Services) and Director (Lodges), Capital Development Authority (CDA) in the next meeting.
Due to non-availability of Mover, the Committee decided to defer the Question of Privilege raised by Ms. Sabheen Ghouri, MNA / Mover.
The meeting was attended by the MNAs; Mr. Azhar Qayyum Nahra, Syed Imran Ahmed Shah, Rana Muhammad Qasim Noon, Sardar Muhammad Yaqoob Khan Nasar, Mir Khan Muhammad Jamali, Mr. Zulfiqar Bachani, Mir Ghulam Ali Talpur, Mr. Ramesh Lal, Khawaja Izhar ul Hassan, Mr. Ali Khan Jadoon, Malik Muhammad Aamir Dogar and Ms. Aniqa Mehdi (via zoom). The Movers, Mr. Abdul Qadir Patel, Ms. Aliya Kamran, Mr. Fateh Ullah Khan and Syed Rafiullah, MNAs also attended the meeting. Senior officers from the Ministry of Parliamentary Affairs, Ministry of Law and Justice, Ministry of Interior, Ministry of Housing and Works, Islamabad Police and Punjab Police were also in attendance.
