Davos: Federal Minister for Finance and Revenue Muhammad Aurangzeb said that Pakistan's economy is witnessing a remarkable turnaround, fueled by a series of decisive reforms aimed at achieving sustainable and inclusive growth. Confronted with economic challenges, the government implemented rigorous fiscal policies, tightened monetary measures, and introduced transformative initiatives to stabilize the economy and restore investor confidence, said the Finance Minister at Davos.
At the heart of this economic revival is Uraan Pakistan, an ambitious economic transformation plan that aspires to achieve a sustainable, export-led GDP growth of 6% by 2028. This initiative, launched in 2024, focuses on enhancing export competitiveness, optimizing public finances, and fostering publicprivate partnerships. The government has identified key sectors such as agriculture, IT, renewable energy, textiles, and pharmaceuticals as priority areas for investment.
Finance Minister, while outlining the progress, said, 'Pakistan faced severe fiscal and monetary challenges, with inflation soaring to 38% and foreign exchange reserves barely covering two weeks of essential imports. Industrial output had contracted sharply, and GDP growth had plummeted to 0.2%.
However, with the introduction of Uraan Pakistan, our economy is on the path to recovery.' The government's reform-oriented budget for fiscal year 2024 aimed to raise Rs13 trillion in revenue- a 40% increase from the previous year. Measures such as broadening the tax base, targeting under-taxed sectors, and leveraging technology to enhance compliance and transparency have played a pivotal role in revitalizing the economy.
The modernization of the Federal Board of Revenue (FBR) has also streamlined tax administration and improved revenue collection. With support from the International Monetary Fund (IMF) through a $7 billion Extended Fund Facility (EFF), Pakistan undertook structural reforms in the energy and taxation sectors, reinforcing fiscal discipline and attracting foreign direct investment (FDI).
In collaboration with the World Bank, a $20 billion initiative targeting health, education, poverty alleviation, and climate resilience was also launched to integrate sustainability into development efforts. As a result of these measures, inflation has significantly dropped to 4.1%, foreign exchange reserves have grown to cover over two months of imports, and the IT sector has expanded by 28% year-on-year. Goods exports have seen a 7.1% rise, further indicating a positive economic trajectory.
Investor confidence in Pakistan has reached a two-year high, with major global corporations such as Aramco, BYD, and Samsung investing in various sectors. Foreign direct investment (FDI) has grown by 20% in the first half of fiscal year 2025, while remittances have surged to a record $35 billion.
The Roshan Digital Account has attracted over $9 billion in inflows, reflecting the growing confidence of overseas Pakistanis in the country's economic future. The Pakistan Stock Exchange (PSX) has also performed exceptionally well, delivering an 87% return in dollar terms, further underscoring investor optimism.
Additionally, Pakistan's sovereign credit rating has been upgraded by all three top global rating agencies, with Moody's revising the economic outlook to 'Positive' in September 2024. Despite significant progress, challenges remain. Structural inefficiencies in revenue collection, energy distribution, and state-owned enterprises (SOEs) continue to pose hurdles.
The government has pledged to address these issues through privatization, governance reforms, and fostering an environment conducive to export-led growth to reduce dependence on external financial assistance. The government is now actively inviting global investors to explore opportunities in Special Economic Zones (SEZs), emphasizing Pakistan's potential in key sectors such as renewable energy, mining, and pharmaceuticals.

'Pakistan offers a unique investment opportunity with its abundant resources, strategic geographic location, and progressive reforms,' the Finance Minister stated.
