Islamabad: The last Session of Senate Standing Committee on Planning Development and Special Initiatives,with regard to rigorous scrutiny of PSDP for the Year 2025-26, held today under the Chairperson's hip of Senator Quratulain Marri.
The Committee took an exception to the 'Construction of Faiz Ahmed Faiz Complex, Narowal' and 'Establishment of Allama Iqbal Cultural and Research Centre, Sialkot.' The projects are undertaken by the National Heritage and Culture Division. The Committee was of the view that the Government should focus on the preservation of heritage rather than building new institutions, given the country's financial constraints.
The Committee also expressed serious concerns over the 'Establishment of Agricultural Research Institute, Sheikhupura' and 'Pakistan Model Agriculture Research Centre.' These projects are reflected in the PSDP of the National Food Security and Research Division. The Committee recommended that the Ministry should pay attention to enhancing the capacity of existing research centres instead of establishing new ones.
Reviewing the PSDP of SUPARCO and Pakistan Atomic Energy Commission, officials highlighted the hurdles confronted in the completion of projects due to insufficient rupee cover. The Committee recommended the Planning Division for provision of rupee cover for completion of projects.
Additionally, the Power Division sought rupee cover for foreign-funded projects. Officials stated that the foreign finance for the three projects has been approved, however, it has not been made part of PSDP 2025-26. The Committee recommended provision of rupee cover for these three foreign-funded projects.
Discussing the PSDP projects of Water Resources, officials informed that out of 70 projects for the existing financial year, 19 projects have been completed and no new scheme has been made part of PSDP 2025-26. However, officials requested the inclusion of two projects: 'Indus Commission of Pakistan' and 'Flood Coordination.' The Committee recommended the Planning Division for the inclusion of said projects, given their importance, without providing additional funds.
While discussing the PSDP projects of HEC, the Committee witnessed that a majority of new projects are being executed in Punjab Province. The Committee recommended that new projects should reflect provincial balance, as HEC's scope is not limited to one province.
Additionally, the Committee was apprised by the National Health Services, Regulations and Coordination concerning the non-utilization of funds. Officials informed that the major chunk of funds could not be utilized due to AGPR's consistent resistance in expenditure bills clearance. The Committee decided to invite AGPR and Finance in tomorrow's meeting for the resolution of the matter.
