Islamabad: The Senate Sub-Committee on Law and Justice, chaired by Senator Barrister Zamir Hussain Ghumro, convened on Monday at the Parliament House. The meeting was attended by Senators, Hamid Khan, Anusha Rahman Ahmad Khan, Danesh Kumar and Additional Secretary, Ministry of Law and Justice.The sub-Committee examined the proposals in the Constitutional Amendment Bill, 2024 (Amendment of Article 106), introduced by Senator Manzoor Ahmed and Senator Danesh Kumar during the Senate session held on January 1, 2024. The mover of the Bill, Senator Danesh Kumar, emphasized that matter is being debated over the past five years. He further added that increasing the number of seats in Balochistan would ensure better governance and rightful representation for the people of the province. He urged the Committee to pass the Bill, noting that significant work has already been done in this regard.Senator Barrister Zamir Hussain Ghumro, the Convenor of the Committee, acknowledged and agreed with Senator Danesh Kumar's ap peal but expressed the view that Baluchistan has a vast area and in order to make representational model convenient for the people Senate seats may be increased from present 65 to 80 as proposed in the Bill. Senator Hamid Khan remarked that, given the vast area of Balochistan, the province requires more representation, and this increase in representation should extend to the National Assembly as well.On the other hand, Senator Anusha Rahman Ahmad Khan stated that, in principle, she doesn't disagree with the proposal. However, she emphasized that Pakistan's constitutional framework is vote-based, and if different metrics are to be applied for Balochistan, the foundation for this change must be thoroughly analyzed. She further added that increasing the number of seats would alter the representation dynamics, which would, in turn, affect the voting system. She suggested that this matter should be discussed with the Election Commission and the Balochistan Assembly before any recommendations are made.In conclu sion, Senator Zamir Hussain Ghumro commented that the provision would not infringe upon the rights of other provinces. Drawing upon examples from other countries, he noted that similar practices have been followed elsewhere. Considering the practical challenges faced by Balochistan, Senator Hamid Khan and the Convenor voted in favour of the Bill and decided to report the same to the Senate Standing Committee on Law and Justice, along with the viewpoints of all Committee members.
