Islamabad: Financial irregularities of billion of rupees and violation of rules and regulations in the accounts of Benazir Income Support Program (BISP) have been pointed out in the audit report for the year 2024-25.

As per audit report payments of millions of rupees were made to vehicle owners, government employees, pensioners, deceased and ineligible persons . Several gross irregularities came to light in the payment of educational scholarships and transferring of funds.

According to audit report, illegal payments of Rs 6 crore, 97 lac and 44 thousands were made to 1719 owners of vehicles. The federal cabinet had declared the vehicle owners disqualified for the program.

Report said BISP board abolished the clause related to owners of cars instead of implementing the cabinet decision.

As per report, Rs 51 crore, 57 lac were released to over 12000 government employees, their wives and pensioners. Audit report disclosed the employees of BPS 1 to 16 officers of grade 17 to 20 and their wives and pensioners are included among them.

Audit report disclosed duplicate educational scholarship of Rs 1 crore 76 lac 90 thousands were released for want of data sharing between Pakistan Baitul Mall and BISP. 165 child labor schools collected funds from both institutions.

It was further said 278 government employees were found registered as students in connection with educational scholarship. Rs 10 crore 47 lac were given to 7000 unmarried women by showing them married. Rs 786 lac and 41 thousand were paid to over 450 men by showing them women.

Stipends were released to 7 different women on one national identity card.
