Govt committed to facilitating private sector-led growth: Finance Minister Muhammad Aurangzeb

Islamabad: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, held a meeting at the Finance Division with a delegation comprising telecommunication infrastructure companies (TOWERCO Pakistan) and Venture Capital Firms (VCs) to discuss and review key sectoral issues, with a particular focus on taxation, investment climate, and growth prospects.

The meeting was attended by Federal Minister for IT and Telecommunications Shaza Fatima Khawaja, Chairman Federal Board of Revenue (FBR); Chairman Securities and Exchange Commission of Pakistan (SECP); senior officials of the Ministry of Information Technology and Telecommunication; and representatives of telecom infrastructure companies (TOWERCO Pakistan), venture capital firms, legal and regulatory advisory firms, and relevant public sector organizations, including Ignite.

The visiting delegation represented a broad spectrum of stakeholders, including telecom infrastructure companies that build, own, and operate mobile network towers leased to mobile network operators, as well as venture capital firms actively investing in Pakistan's startup ecosystem and wider business ventures.

During the meeting, participants shared an overview of their respective business models, operational dynamics, and on-ground challenges, particularly those related to physical infrastructure deployment and regulatory compliance.

Members of the delegation presented a number of proposals aimed at rationalizing and relaxing elements of the existing tax regime to help facilitate further growth, enhance investment flows, and support expansion in both the telecommunications infrastructure and venture capital sectors. The proposals were shared in the context of strengthening digital connectivity, improving service delivery, and fostering innovation-led economic activity in the country.

Addressing the meeting, the Finance Minister acknowledged the critical role played by telecom infrastructure companies in enabling nationwide digital connectivity and underscored the importance of venture capital in supporting entrepreneurship, innovation, and job creation. He noted that a predictable, transparent, and growth-oriented policy and tax framework is essential to attract long-term investment and to ensure sustainable development of these sectors.

The Finance Minister emphasized that the government is committed to facilitating private sector-led growth, particularly in technology-driven and investment-intensive sectors. He stated that while fiscal considerations remain important, the objective is to strike a balanced approach that supports business expansion, encourages formalization, and strengthens Pakistan's digital and innovation ecosystem over the medium to long term.

During the meeting, it was agreed that a dedicated working group would be constituted, comprising representatives from the Tax Policy Office and other relevant stakeholders, to undertake a detailed examination of the proposals and recommendations presented by the delegation. The working group will assess the proposals in detail and develop actionable recommendations.

Meanwhile Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, chaired a meeting at the Finance Division on Friday to review progress on Pakistan's inaugural Panda Bond issuance.

The Finance Minister was briefed by the Ministry of Finance's Debt Management Office team, along with senior officers of the Finance Division, on the status of approvals, investor engagement, and regulatory processes.

The meeting noted that approvals from multilateral partners have been secured and that engagement with Chinese institutional investors has been constructive. Investor sentiment has been strong, with broad-based interest and encouraging early feedback from a diversified investor base. This reflects strengthening confidence in Pakistan's macroeconomic stabilization, an improved policy and reform framework, and a positive medium-term outlook.

Participants highlighted that prevailing market conditions remain supportive, with broad-based investor interest and orderly market functioning. Documentation and guarantees are in place, and engagement with investors is progressing as planned. Final regulatory approvals from the relevant Chinese authorities are expected soon, subject to which the inaugural issuance is planned to be launched during January.

The Finance Minister emphasized that Pakistan's entry into the Chinese onshore bond market is being pursued as a structured and programmatic financing strategy, aligned with prudent debt management objectives. The Panda Bond program is envisaged at approximately USD 1 billion, with the inaugural tranche planned at an equivalent of USD 250 million. As part of the USD 1 billion Panda Bond Program, preparatory work for subsequent issuances under 'Panda Series II' is already underway, and the Chinese regulatory authorities have been fully apprised.

Concluding the meeting, the Finance Minister expressed satisfaction with the progress achieved and reaffirmed the government's commitment to prudent, market-based financing, noting that the inaugural Panda Bond will further support Pakistan's medium-term debt sustainability and diversification of funding sources.
