Islamabad: The Pakistan Institute of Development Economics (PIDE), in collaboration with the Planning Commission's RASTA initiative, held a seminar titled 'Pakistan's Groundwater Crisis: Policy Lessons and a Framework for Sustainable Resource Use' at PIDE. The event featured Mr. Nazam Maqbool, Social Scientist and Project Manager at RASTA, as keynote speaker, and was moderated by Dr. Muhammad Faisal Ali, Research Fellow at PIDE.
Opening the session, Dr. Faisal highlighted Pakistan's alarming transition from a water-stressed to a water-scarce nation, citing a drop in per-capita water availability from over 5,000 cubic meters in 1947 to less than 1,000 today. He warned that while surface water scarcity and climate change attract attention, the depletion of groundwater-Pakistan's 'silent lifeline'-remains dangerously overlooked.
In his detailed presentation, Mr. Maqbool explained that Pakistan, one of the world's most arid countries, receives only 494 millimeters of annual rainfall, with the Indus River system providing nearly 96 percent of the nation's water-78 percent of which originates outside Pakistan's borders. He noted that although the country has the world's fourth-largest aquifer, extraction now exceeds natural recharge by about 10 cubic kilometers annually, creating a mounting water deficit.
Tracing the historical evolution of groundwater use, he linked today's crisis to colonial canal construction and subsequent state-driven tubewell expansion, which now totals over 1.5 million unregulated wells. The unmonitored pumping, coupled with electricity subsidies, has led to rapid aquifer depletion and widespread contamination-exposing 60 million Pakistanis to arsenic and leaving 70 percent of urban and 80 percent of rural populations dependent on unsafe drinking water.
Mr. Maqbool identified weak governance as the core of the crisis, citing the absence of a national groundwater law, overlapping mandates, post-18th Amendment fragmentation, and severe underfunding of utilities. He stressed that water pricing remains unsustainable, with Punjab's average tariff at $0.12 per cubic meter-far below the global average of $2.36-encouraging wasteful use and over-pumping.
To counter this, he proposed a seven-pillar framework emphasizing:
Establishment of a National Groundwater Council for policy coordination;
Provincial licensing, metering, and pricing reforms;
Comprehensive aquifer mapping and real-time data systems;
Investment in drainage and recharge infrastructure;
Crop diversification toward low-water-demand crops;
Efficiency-based irrigation incentives; and
Public awareness and capacity-building programs.
Citing international models, he referenced Israel's reuse of 90 percent of treated wastewater and U.S. cities like St. Paul and Duluth reducing water use by half through reforms. Pakistan, he urged, must modernize pricing, promote regional groundwater cooperation within the Indus Basin, and invest in science-based governance.
Concluding, Mr. Maqbool warned that Pakistan's groundwater collapse cannot be addressed in isolation-it demands integrated, evidence-based, and climate-resilient reforms. Dr. Faisal Ali echoed the urgency, emphasizing that effective groundwater management is essential not only for sustainability but for Pakistan's long-term stability and national security.
