Islamabad: The Standing Committee on Overseas Pakistanis and Human Resource Development, chaired by Syed Rafiullah, MNA, reviewed overseas facilitation mechanisms with a focus on the performance of Community Welfare Attach©s (CWAs), overseas employment challenges, and recognition of Pakistani qualifications abroad.

The Chair emphasized that overseas Pakistanis are a vital national asset and stressed the need for measurable outcomes, accountability, and practical reforms. Briefings from CWAs posted in Japan, South Korea, and Malaysia highlighted issues including language and skills gaps, worker retention concerns, undocumented migration, and recruitment restrictions.

The Committee directed enhanced pre-departure orientation, language and skill development initiatives, and awareness seminars-starting from Karachi-to better prepare prospective migrants for emerging labour markets. It also sought clarity on the rationale and criteria for CWA postings.

The Committee reviewed the issue of temporary non-recognition of Allama Iqbal Open University degrees in Bahrain, which was reported as resolved. Members welcomed the resolution, noting timely intervention safeguarded the interests of Pakistani professionals abroad.

The meeting was attended by MNAs and senior officials of the Ministry of Overseas Pakistanis and Human Resource Development and the Higher Education Commission.
