Pakistan signs MoU with Binance to explore blockchain-based innovation for sovereign assets

Islamabad: Pakistan has taken a major step toward integrating advanced financial technologies into its capital markets as the Ministry of Finance signed a Memorandum of Understanding (MoU) with Binance Investments Co., Ltd., one of the world's leading blockchain and digital asset companies.

The MoU was signed in Islamabad by Federal Minister for Finance and Revenue Senator Muhammad Aurangzeb and Binance Co-CEO Richard Teng, in the presence of Binance CEO Changpeng Zhao (CZ).

Under the agreement, both sides will explore collaboration on tokenisation and blockchain-based distribution of Pakistan's sovereign and real-world assets, including government bonds, treasury bills, commodity reserves and other federally owned assets. Subject to regulations and approvals, up to USD 2 billion worth of assets may be considered for potential tokenisation to enhance liquidity, transparency and global market access.

Binance and its affiliates may extend technical expertise, advisory support and capacity-building to help Pakistan evaluate secure and compliant blockchain infrastructure. The initiative aims to widen international investor participation while ensuring full adherence to Pakistan's regulatory and sovereign frameworks.

Finance Minister Aurangzeb termed the MoU a strong signal of Pakistan's reform momentum, emphasising commitment to fast and quality execution. Binance CEO CZ called the development a 'landmark moment' for Pakistan's future, expressing confidence that the collaboration will open new avenues for economic growth and technological advancement.

The MoU is non-binding and exploratory, with any definitive agreements subject to legal, regulatory and policy approvals within six months. It does not imply exclusivity or procurement commitments.

The collaboration highlights Pakistan's focus on responsible innovation, governance and compliance as it aligns its financial ecosystem with global best practices.
