including the PM's Consensus Building Committee on Draft Carbon Market Policy and the Climate

During your first tenure as Prime Minister, Ms. Alam facilitated Dr. Suleri's appointment to the

Board of Directors of the Benazir Income Support Programme (BISP) in July 2023. This decision has had

dire consequences. Dr. Suleri, while serving as a contractor to BISP, allegedly misappropriated Rs

4.458 billion intended for Pakistan's most vulnerable populations. The fraudulent survey, which cost

only Rs 8 million, was manipulated through software tampering, resulting in the embezzlement of

World Bank and IMF funds earmarked for poverty alleviation.

Prime Minister, the nation demands answers: How was a contractor with such a dubious

record allowed to infiltrate BISP's governance structure? How does the government plan to recover

the misappropriated funds? Were you aware of these irregularities, and did you consult Chief Minister

Maryam Nawaz Sharif, who recently uncovered similar fraudulent activities during the launch of her

'Apni Chat Apna Ghar Scheme'?

Dr. Suleri's history of corruption dates back to 2008 and spans multiple administrations. During

the PTI government, he was implicated in a Rs 5.5 billion scam involving counterfeit fertilizers and

pesticides, allegedly orchestrated in collusion with a Federal Minister. His connections to Mirza

Shahzad Akbar, Advisor to former Prime Minister Imran Khan, further underscore his involvement in

high-level corruption. Notably, Akbar reportedly shielded Dr. Suleri from accountability in an Rs 8

billion scandal involving EU-funded education projects.

The repercussions of Dr. Suleri's actions extend beyond financial fraud. The EU has issued

warnings about pesticide-tainted rice exports, directly linked to his mismanagement. His infiltration

into key ministries-Climate Change, Finance, and Planning-has left a trail of institutional damage,

raising questions about the government's oversight and control.

We urge you to take immediate action by directing the Federal Investigation Agency (FIA),

National Accountability Bureau (NAB), and Inter-Services Intelligence (ISI) to investigate Dr. Suleri's
