PSMC Stakeholders’ Group writes letter to NA Committee Chairman for taking notice to avoid repetition of ‘blunders’ in PSM privatization and its revival process

Karachi: Pakistan Steel Mills Corporation (PSMC) Stakeholders' Group Convener Mumrez Khan has written letter to Chairman, National Assembly Standing Committee, Ministry of Industries and Production, Islamabad Syed Hafeez Uddin, and Deputy Secretary/Secretary Committee, National Assembly Standing Committee, Ministry of Industries and Production, Islamabad Malik Aamir Hussain Deharr requesting them for taking notice, to avoid repetition of 'blunders' committed by MOIandP, in PSM privatization and its revival process.It is written in the letter, reference, The MOIandP, has constituted an 8 members 'Committee' vide Notification No. F. No.1(1)/2023-SIFC, dated 24-4-2024, (Annex-A) In Pursuance of the decision by the APEX Committee of the Special Investment Facilitation (SIFC) in its 6th meeting held on 4th October 2023, but the 'Committee' Convener, failed in convening the meeting for submission of 'Viable Options' on the future of PSM till-date (20-7-2025). The minutes of the 10th Meeting dated 25-5-2024, of A PEX Committee of the Special Investment Facilitation (SIFC) approved 'Scraping PSM and Establishment of SEZ' at its land.The NA Standing Committee, 'MPs Oppose SIFC's move to close PSM' in its meeting dated 15-8-2024, after briefing by the PSMC Stakeholders Group and Insaf Labor Union (CBA) PSM. The Government Rightsizing Committee, approved 'PSM Liquidation' without Due Diligence on 27-8-2024. Reportedly, Government/MOIandP, signed a 'Protocol' with Russia for 'PSM revival' in second week of July 2025, without hiring a professional 'Consultant' and appointment of 'Professional Management' roadmap is leading to further financial disaster. Presently, PSM management structure is nonexistent and reconstituted BOD failed in initiation of any positive measures to save the daily PSM financial bleeding continues on account of delaying in appointment of professional Management. The question arises that: -Who submitted the misleading information (beside MOIandP) to SIFC APEX Committee, in its 10th meeting dated 25 -5-2024, approved 'Scraping PSM and Establishment of SEZ' at its land, without Due Diligence?Who submitted the misleading information (beside MOIandP) to the Government Rightsizing committee on 27-8-2024, approved 'PSM Liquidation' despite NA Standing Committee 'MPs Oppose SIFC's move to close PSM' in its meeting dated 15-8-2024?We, 'Request for Notice, to Avoid in Repetition of 'Blunders' Committed by MOIandP, in PSM Privatization and its Revival Process' during 2005-2025.The PSM can be revived by the local trained human resources, if Government/SIFC/MOIandP, play their responsible role in reconstituting knowledgeable Board of Directors, appointment of professional management, withdrawal of employees illegal retrenchment letters, according to court orders, resumption of thousands of acres lands required for its upstream and down-stream industries and utilizing the superannuated technical employees. The Government has to review the all subsidized/incentivized policies to provide the level playing field to all players in steel market. The arrangement of funds, approximately more than Rs 500 billion immediately required for settlement of payable debts liabilities and dues to its retired employees prior to initiation of PSM revival process. We, are available to help the government in rescuing the country economic ship 'PSM' drowning in trouble waters for solution of victimized employees, of steel towns and Gulshan-E-Hadeed, residents' problems.Initiation of 'Investigation' by the MOIandP/Government, since 2005 to-date (2025) for fixation of responsibilities against alleged accused involved in initiation of nontransparent privatization process and deliberately destroyed the profit earning PSM, to benefit the private sector few companies but remained unaccountable despite Supreme court observation in CP 9/2006 and direction to NAB on 16-5-2012, vide Suo Moto corruption case SMC 15/2009. The Public Accounts Committee forwarded a complaint (administrative/financial irregularities more than Rs 284 billion for inq uiry in July 2022, is still pending vide FIA inquiry No. 44/2022. Another complaint theft of precious material more than Rs 10 billion was forwarded by MOIandP in July 2022, is still pending vide FIA inquiry No. 46/2022. We, are also available as 'Whistleblower' to assist the NAB, in process of financial recoveries through transparent 'Accountability' from (beneficiaries and their facilitators) persons at fault proposed by 'PSMC Stakeholders' Group, not entertained in 2019-20, by PSM BOD/MOIandP. It will help in settlement of PSM payable debts liabilities.We, are available to brief the NA Standing Committee, in the presence of MOIandP/Government officials, to avoid in the repetition of blunders committed by the public office holders but remained unaccountable in the absence of any active system of 'Performance Accountability'. The successive governments failed in managing the opportunities available from the USSR/Russia, Austria and China, to 'Industrialize Pakistan' during 1968-2025, for the country econom ic growth and stability.
