Islamabad: CDA and Municipal Corporation (MC) have filed frame work report in Islamabad High Court (IHC) during hearing of case against elimination and genocide of stray dogs.
CDA and Municipal Corporation while filing report told the court the vehicle wherein dead dogs were found belonged to sanitation department.
If some one hits them with vehicle even then it is duty of sanitation department to lift them. 2800 cases of dog -bite were reported only in PIMS hospital from January to September. Its other aspects should also be seen . Only welfare related thing should not be talked about.
The court sought proposals on CDA framework report from counsel for for the petitioner on next hearing.
Justice Khadim Hussain Soomro of IHC took up for hearing the petitions filed by citizen Neelofar and others against genocide and killing of stray dogs in Islamabad.
CDA filed framework report under court's order.
Counsel for CDA said the vehicle wherein the stray dogs were found on October 9 belonged to Sanitation department. The dead dogs were lifted from different sectors. Some dogs were killed by some persons and some dogs were killed being overrun by the vehicles. If people kill then sanitation was to lift them.
Counsel for CDA said if some one hits them with vehicle then it is job of sanitation to lift them.
Counsel for CDA told the court 2800 cases of dogs bite were brought in PIMS from January to September. The second aspect in this regard should also be seen and only welfare aspect should not be talked about.
Justice Khadim Hussain Soomro remarked Rs 19000 are spent on one dog. What is need of killing them when Rs 19000 are being spent on every dog.
Justice Khadim Hussain Soomro remarked no one can kill dogs in such number at one time. You know killing dogs is crime under Pakistan Penal Code. We want to wrap up this matter after hearing them in details.
Justice Khadim Hussain while moving to state counsel said FIR will be registered against driver on the video which went viral in respect of dead dogs on October 9 in Islamabad.
When case is registered against the driver then he will tell it was done on whose behest.
Counsel for CDA said sanitation staff has no relevance in killing dogs. They only lifted and brought them from there.
The court remarked how it happened so that so much dogs were found dead.
There is town committee in interior Sindh and campaign starts therein first. Facilities are not there in interior Sindh. This is federal capital. Filing petition regarding rights of dogs in federal capital is astonishing.
During the hearing of the case, Reeham Khan head of Pakistan Republic party came on rostrum saying it is not our objective to register case against any one in regard to stray dogs. Our objective is the policy regarding stray dogs be implemented. Neither any fund comes to us nor are we from any NGO.
The court while seeking proposals from counsel of the petitioner on frame work report of CDA and MC adjourned the hearing of the case.
The next date will be issued in written order.
