Islamabad: The Supreme Court of Pakistan on Monday hosted a high-level delegation from the Constitutional Court of the Republic of Trkiye, led by its President, Kadir ‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦€š¬…¡¬‚¬¦€š¬…€œzkaya, accompanied by distinguished Judges and senior officials. The delegation, visiting Pakistan as State Guests, was received by Chief Justice of Pakistan Justice Yahya Khan Afridi at the Supreme Court.

A central highlight of the visit was the signing of a Memorandum of Understanding (MoU) on Judicial Cooperation between the two judiciaries. The MoU was formally signed by Chief Justice of Pakistan, Justice Yahya Afridi, and President of the Constitutional Court of Trkiye, Kadir ‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦€š¬…¡¬‚¬¦€š¬…€œzkaya, at a ceremony held at the Supreme Court.

The ceremony was attended by the Chief Justice and Judges of the Federal Constitutional Court, the Chief Justices of all High Courts of Pakistan, including Azad Jammu and Kashmir and Gilgit-Baltistan, the Federal Minister for Law and Justice, the Attorney General for Pakistan, senior government officials, members of the district judiciary, and representatives of the legal fraternity.

Welcoming the delegation, Chief Justice of Pakistan underscored the significance of strengthening institutional linkages between the judiciaries of Pakistan and Trkiye. He noted that such engagements play a vital role in enhancing efficiency, accessibility, and transparency in the administration of justice.

The Chief Justice of Pakistan said the MoU provides a forward looking framework for collaboration between the two judiciaries. He said it emphasizes on exchange of judicial knowledge and best practices, promotion of comparative constitutional jurisprudence, the strengthening of institutional linkages and most importantly the advancement of capacity building through joint programs, research and judicial exchanges.

Chief Justice of Pakistan said the MoU marks a significant step forward for our respective judiciaries. He emphasized that it is not a simple document of cooperation between the two countries, it represents the shared vision and resolve to strengthen constitutional governance, uphold the rule of law, ensure judicial independence and protect fundamental rights.

In his remarks on the occasion, President of the Turkish Constitutional Court, Kadir Ozkaya noted that relationship between Pakistan and Turkiye extends far beyond ordinary diplomacy. He said the peoples of both the countries have always stood by each other.

Kadir Ozkaya said the MoU serves to strengthen and renew the cooperation that has already been established between our institutions. He admired the Supreme Court of Pakistan's unwavering dedication to upholding constitutional principles and rule of law. He expressed the confidence that cooperation between our institutions would be highly effective and yield beneficial outcomes.

President Kadir ‚¬Å¡¬€¦¡¬€š¬¦¡¬€š¬…¡¬‚¬¦¡¬‚¬Å¡¬¦€š¬…¡¬‚¬¦€š¬…€œzkaya expressed deep appreciation for the warm hospitality extended to the delegation and emphasized the importance of sustained judicial dialogue, knowledge exchange, and institutional collaboration between the two countries.

The MoU establishes a structured and forward-looking framework for cooperation, encompassing judicial exchange, capacity building, professional training, and the sharing of best practices in adjudication and judicial administration. A key focus of the collaboration is the professional development of the judiciary - particularly at the district level - through joint training programmes, academic exchanges, and exposure to comparative judicial systems.

The agreement also envisages enhanced cooperation in the adoption of modern technologies in judicial processes, including digitalisation and e-courts, aimed at improving efficiency, transparency, and access to justice. It further provides for joint research initiatives, exchange of legal knowledge and jurisprudence, and sustained institutional engagement through coordinated mechanisms, including the establishment of a Joint Working Group for effective implementation.

As a symbolic gesture of enduring friendship and shared commitment, the delegation planted a sapling within the premises of the Supreme Court, reflecting the strong fraternal ties between Pakistan and Trkiye, as well as their mutual commitment to sustainability and forward-looking institutional partnership.

This landmark engagement reaffirms the shared resolve of Pakistan and Trkiye to strengthen judicial cooperation, uphold the rule of law, and enhance institutional capacity through sustained and meaningful collaboration between their respective judiciaries.
